Either way Justice is a relative term that shifts according to societal norms.
I have no idea how most people define "justice". I like to think they're moral enough to know that there should be a difference.

@D'A: Clearly the claim is presumptive, but I think there’s a fair chance that it’s right. It seems to me that most discourse on the subject of Justice is in the context of the penal system.
It's certainly predominantly true of the people I know and the culture I grew up in.
